TA Program Structure, Policies, and Procedures
- Application timeline: Please see website for more information.
- TA program structure: Projects must go through a competitive selection process. TA applications are accessible through VDOT’s Smart Portal. Applicants can access program guidance on the Local Assistance website.
- Who is eligible to apply: Local governments, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts or local education agencies, tribal governments, applicants within Large Urbanized Areas (MPOs/RPCs)
- Application information: The application can be found online, all applicants must first complete a pre-application.
- Application components: Project sponsor, ability to provide match/funding plan, TA eligibility, project description, LAP certification, cost estimates, public involvement, sketch, readiness to proceed, local resolution of support and MPO endorsement if applicable.
- Selection criteria: Funding plan, readiness to process, project benefit
- Is there an advisory committee?: Yes
- Advisory committee members: All applications are reviewed by VDOT staff. Commonwealth Transportation Board members make selections for non-TMA funding
- Project award minimum: None
- Project award maximum: $1,000,000
- Typical local match: 20%
- Matching policies: VDOT allows the use of third-party contributions
