TA Program Structure, Policies, and Procedures
- Application timeline: Applications open on 5/2/22 and close on 6/17/22. Please see website for more information.
- TA program structure: The program is run through a state-level TE Office. The state uses a mix of competitive and non-competitive selection processes. TE funds are distributed by the State Transportation Board to each Congressional District. The TE Office manages the process.
- Who is eligible to apply: Municipality, County, Public University, or an Authority created by the General Assembly.
- Application information: Applicants can submit their application online. The TE program offers application training at multiple sites in the state.
- Application components: Project narrative, budget, environmental statement, and design specifications.
- Selection criteria: The state considers applications for all 12 TE categories. Selection criteria include: anticipated benefits for the community, anticipated number of users/beneficiaries, whether the project is eligible under multiple TE categories, environmental impact, geographic location, level of public support, need for TE funds to complete project, relationship to other projects, and secured matching funds.
- Application tips: The TE program funds are used primarily for Construction.
- Is there an advisory committee?: Yes, but the committee serves in an advisory capacity only. Final decisions are made by the State Transportation Board.
- Advisory committee members:
- Project award minimum: Recommended Min: $250,000
- Project award maximum: $1,000,000
- Typical local match: 20%
- Matching policies: The state accepts in-kind match for the donation of materials, cash, etc. With this innovative financing, the match is typically applied to the project engineering and right-of-way phases of the project, reserving federal TE funds for construction.
- Once your project is funded: The TE Office offers implementation training for project sponsors. The sessions are held across the state after the new projects have been selected. Project sponsors have two years to obtain a “Notice to Proceed with Construction” and another two years to complete project construction.
