TA Program Structure, Policies, and Procedures

Application timeline: Applications open on 8/1/22 and Notice of intent to award (NOIA) closes on Oct. 31, 2022 and Call for Projects on Feb. 23, 2023. Please see website for more information.
TA program structure: Alaska Department of Transportation and Public Facilities (DOT&PF) is responsible for selecting projects submitted by eligible entities through a competitive process for all funds not suballocated to MPOs representing urbanized areas with populations greater than 200,000.
Application tips: Interested applicants are encouraged to sign up for updates, consult with community or tribal representatives to identify priority transportation needs, and contact a DOT Area Planner for assistance. Communities wishing to apply, must respond to the NOIA. Applicants will be asked to provide basic project information such as title, location, scope, justification, and answer eligibility screening questions. DOT&PF will use preliminary project information to determine eligibility and prepare a Scope, Schedule, and Estimate. Communities will develop full project applications with assistance from DOT&PF for eligible projects.
Who is eligible to apply: Local government, regional transportation authorities, transit agencies, natural resource or public land agencies, school districts, non-profit partners, and tribal governments

Application components: Project sponsor, ability to provide match, TA project eligibility, inclusion in transportation improvement plan, project description and implementation plan, cost estimate, project status (permits, environmental clearance, etc), demonstrated public support, project maintenance plan, design specifications
Selection criteria: Health and quality of life, safety, local contribution to capital costs, local contribution to operations and maintenance, departmental priority, public support, network completion, tie to event or activity, any of six intrinsic qualities (scenic, historic, cultural, natural, archaeological, recreational) stabilization or renovation of a historic transportation facility, cost effectiveness, capital cost or project complexity
Is there an advisory committee?: Yes. Final evaluations are conducted by the Project Evaluation Board
Project award minimum: None.
Project award maximum: $5,000,000
Match requirement: 9%
